Background:

VDEP 1.0.5 /1.1.0 has not been calculated in several areas across the nation (e.g., portions of 23 and 41). The value for VDEP that corresponds to "not calculated" is 101. The corresponding value in VCC is 0. Instances that have VDEP as 101 and VCC as any value other than 0 are not valid.
